DBi Services team preferred bidder for Texas DOT bridge replacement P3
A team led by Flatiron Constructors, Dragados USA, and DBi Services has been chosen as the preferred bidder for the TxDOT US181 Harbor Bridge Replacement Project in Corpus Christi. The Texas Transportation Commission confirmed the winner at its April 30 meeting.
The team was awarded the project based on having scored 93.74 points out of a possible 100. The three other shortlisted teams in order of their ranking were:
-Crosstown Builders (Traylor Bros., Inc./Zachry Construction Corporation/Fluor Enterprises, Inc.) 92.25
-Harbor Bridge Constructors (Walsh Infrastructure LLC) 87.84
-Harbor Bridge Partners (Kiewit Development Company/Kiewit Infrastructure South) 74.18
The next step is to negotiate a comprehensive development agreement. TxDOT said the project will address the structural deficiencies and navigational restrictions of the current bridge.
A financial close date was not discussed at the meeting but construction is expected to start in early 2016. Texas’s other example of a gap financing project, the SH 183, took just under six months to close following a preferred bidder announcement.
TxDOT will select a team to develop, design, construct, maintain and finance the new Harbor Bridge/US181 between the Nueces Bay Causeway and State Highway 286, totaling 6.44 miles. The base scope includes demolition of the existing Harbor Bridge, a new six-lane Harbor Bridge and six-lane sections of US181, reconstruction of approximately 1.6 miles of I-37 and reconstruction of approximately 1 mile of Crosstown Expressway (SH 286).
Design/construction is expected to begin early 2016 (contingent on environmental approval), with completion expected spring 2020.
The Net Present Value (NPV) for the 25-year Operation and Maintenance life cycle contract is $898 million.
