What is Performance-Based Maintenance Contracting?

In contrast to traditional methods of maintenance contracting, Performance-Based Maintenance Contracts (PBMC's) are normally multi-year in term and designed for the "outcome" of the work by identifying and defining the maintenance conditions to be met by the contractor. Well-defined performance measures are used to outline the contractual agreement as well as to establish the monitoring guidelines. In effect, responsibility is shifted from the agency to the contractor, defining an end-result rather than a method of how to perform the work.
